Finally installed on Win 10 no problems. Right off the bat, I can't drag and drop folder onto it, I'm not running it as Admin.
I tried to resize 482 pictures to default size 1280x1024 with all default options,
it took 00:01:10, and during this operation it was hitting CPU to about 90+ % .
Then i tried to resize the same amount of pictures to the same 1280x1024 dimensions with freeware program ImBatch and it took 00:01:35 while it wasn't hitting CPU that hard.
So Batch Picture Resizer is actually quite fast but there are free alternatives out there.

I have installed it on Windows XP sp3 and it runs fine for me. I normally use MS Office Picture Manager for this task, as it has a number of options for exporting single or batches of images while modifying the size, names or types as required. This program offers these options plus a number more, such as smart cropping, the number of dpi and jpg quality and even watermarking. It has simple renaming, but only adding a prefix or suffix and changing the case: MSOPM is better here, with options like sequential numbering. The interface is simple, with some more arcane options tucked away.

I'm surprised no one has mentioned RIOT (RIOT – Radical Image Optimization Tool) for single & batch image resizing, which is free and works well for my needs. Paired with XYplorer's customizable catalog menu options, I can single/batch resize with a single click and get highly optimized & resized results. I would love to get comparison feedback, but I at least recommend trying out the great options others have listed here (including the ever-reliable, and highly customizable batch resize options provided by Irfanview).
Side note: all of these programs, including BPR and RIOT, should offer easy drag-and-drop plus saving to the original folder for more friendly use.
