I'll comment on publisher's claims:
TweakRAM is a handy memory optimizer tool that will keep your computer running faster and efficiently.
Any RAM "cleaner" or "defragmenter" will slow your computer rather than make it perform better. They interfere with Windows' memory management, even more so if you're using ReadyBoost.
It increases your system performance by making more memory available for your applications and the operating system.
These create a process that uses a large chunk of memory, forcing everything else to page to disk (swapfile). Sure you have more "empty" RAM (but not any more available RAM as this RAM was always available via paging anyway) but that is like filling a cup full of water, then emptying it to keep it "free" between sips only now when you want to drink, you have to go to the faucet, drink, dump the excess, repeat. That isn't "more efficient". neko is correct: unused memory is wasted memory, just like an empty cup when you're thirsty.

I'm thinking unnecessary paging, memory-wiping, cache-clearing will be detrimental to stability and performance.
If you want to squeeze more performance out of any computer, new or old, then tune it by only installing/running what you use, cut bloatware, and keep your disk defragmented; buy additional RAM if necessary and/or get an old flash drive and use Windows built-in ReadyBoost, which learns the user's patterns and caches/swaps preemptively. Finally, if your old hardware isn't cutting it anymore, no software canna change the laws of physics!

All RAM cleaners that free-up RAM which was consumed and being held onto by various programs and processes that are memory greedy and weren't designed efficiently enough to flush and free-up memory that isn't a priority nor being actively used in real-time are NOT useless. I know that as a fact both first hand as a computer technician as well as from doing a little basic research. I've used CleanMem by PCWinTech for a while.
I can setup a memory heavy process (multimedia editing or several web browser tabs open to resource heavy web pages full of Flash or a number of large images etc...) and do an A/B comparison in identical situations and the outcome is VERY obvious. Though I've got CleanMem setup in a slightly non-standard way in that I flush or clean RAM on demand vs the standard set it and forget it method.

I tried these programs before when I bought my XP a 7 years ago. I tried them and none of them worked or if it did took a long time. One stick of 256 MG of RAM was $80 and I had 512 MG total. When the prices came down I installed 4 GB of RAM and did not need these programs again because if most of the problems I had was due to the speed of the RAM and not the size of it.

The basic idea of "RAM optimization" is that some processes which are, by some algorythm, judged unimportant, are forced into the virtual memory. Windows memory manager does exactly the same, with the difference that the latter only does it when it's necessary.
Moreover, nowadays RAM is quite inexpensive. For $20 you can buy 2GB of RAM, which is probably a much better investment into PC performance.
As for the other features of this utility, Windows Task Manager comes to mind. I really fail to see what use this software can be of.
